Are you talking about the city's de icing/salting program for contractors, you'll usually need a business license and some basic insurance to qualify, they sometimes require a short training too and last I heard, the schedule usually drops in early fall
Coming for someone who lives in Seattle too I must say @P.zuko is right, Seattle usually posts the details closer to the season. You might want to check with the DOT now so you can get your paperwork lined up early.
